When we were in Red Square (like you are) Tatiana told us that it never rained for the May Day celebrations in Red Square!
The Air Force or some other national weather organisation "seed" the clouds by dropping some particular crystals into the clouds. This changes the moisture content of the clouds so it does not rain!
This costs apparently 3.4 million euros!!!
Could the British Government arrange this for our sailing season please. Just between Brixham and the Isles of Scilly and along the Brittany coast!
